María Egües (1917-2008) fue una investigadora y tecnóloga en el ámbito de los instrumentos ópticos; figura esencial para entender el desarrollo de la ingeniería óptica en las primeras décadas del franquismo. Partiendo de dos fotografías, hasta hace poco inéditas, que reflejan dos momentos cruciales de su vida profesional, este ensayo ofrece una reflexión sobre como una mujer como Egües se vio a sí misma en un tiempo en el que la mera presencia de una mujer en el sistema tecno-científico era, (...) en no pocas ocasiones, rechazada o ignorada. A partir del recurso metafórico de los periscopios submarinos, los cuales permiten ver sin ser vistos, aquella tecnóloga, cual submarino, pudo progresar en unas instituciones, el CSIC, la Universidad y el Ejército, auténticos resortes tecnológicos del Estado franquista, ante miradas hostiles o recelosas. Con todo, aquel régimen, que, parafraseando a Pedro Laín, con su «atroz desmoche», tanto había cercenado al árbol de la ciencia española, no podía permitirse despreciar la participación de algunas mujeres como Egües, imprescindibles en la reconstrucción de un sistema tecno-científico, tan necesario para la supervivencia del propio sistema, a pesar de ciertas retóricas atávicas. Así ocurrió con el desarrollo de una nada desdeñable industria de instrumentos ópticos, en especial, cómo no, aquellos de uso militar. Ámbito en el que María Egües, con forzada discreción y perseverante esfuerzo, alcanzaría uno de los más notables hitos: el diseño y fabricación de los primeros periscópios netamente españoles del siglo XX. Accidie, depression, and dejection seem to be psychological phenomena that are best characterized as cases in which an agent has no motivation to pursue what he or she judges to be good or valuable. The phenomena thus seem to present a challenge to any view that draws a close connection between motivation and evaluation. ‘Accidie, Evaluation, and Motivation’ aims to show that the phenomena are actually best explained by a theory that postulates a conceptual connection between motivation and evaluation.

Chile experimenta un periodo de readecuaciones en materia social. La demanda ciudadana por una mayor igualdad y seguridad social se refleja en el debate público sobre dimensiones distributivas como el salario mínimo. Como un intento de dar respuestas a estos requerimientos, el gobierno democrático ha implementado reformas en el campo educativo, en materia laboral y previsional. El presente artículo se propone contribuir a una caracterización institucional de la política social chilena y un análisis de la dinámica distributiva. Para el logro (...) de este objetivo, se recurre a los estudios especializados sobre los Estados de bienestar adaptando estas aportaciones a la configuración que evidencian las políticas sociales en el contexto nacional. Más adelante, se presentan algunos indicadores sociales vinculados con el tratamiento de la desigualdad y la pobreza, comparando las medidas distributivas con las utilizadas en los países de la OCDE. Representations of science and technology, embodied as imaginaries, visions, and expectations, have become a growing focus of analysis. These representations are of interest to normative approaches to science and technology, such as Hermeneutic Technology Assessment and Responsible Innovation, because of their ability to modulate understandings of science and technology and to influence scientific and technological development. This article analyses the culture of participation underlying the NanoKOMIK project and the representations and meanings of (nano)science and (nano)technology communicated in the two nano-fiction (...) comic books created as part of the project: _Dayanne and Murillo. The power of nanoscience_ (2016) and _NanoKOMIK #2_ (2017). The article argues that despite NanoKOMIK’s efforts to engage the public with (nano)science and (nano)technology, it reproduces non-binding modes of public participation and transmits socio-technical meanings that are instrumental in the social legitimisation of (nano)technology. More specifically, the analysis shows that NanoKOMIK’s comic books, in addition to not problematising the risks and conveying an eminently positive view of nanotechnology, also communicate certain ‘myth-conceptions’ of scientific activity and its products. For example, they convey an individualistic and linear vision of research and innovation and an instrumentalist and neutral (or ‘value-free’) view of technology. These findings highlight the importance of critically analysing the ‘cultures of participation’ that characterise and reproduce ‘participatory’ or ‘collaborative’ projects and the representations of (nano)science and (nano)technology that they perpetuate. Resumo : O presente artigo objetiva discutir o mal-estar docente a partir da perspectiva niilista de Friedrich Nietzsche. Atualmente, o debate sobre o mal-estar docente tem privilegiado perspectivas ou enfoques políticos, econômicos e psicológicos. Neste texto, os autores analisam inferências e evidências possíveis que relacionem o fenômeno cultural do niilismo ao mal-estar docente, tão em evidência nas instituições públicas de ensino, no Brasil. São tecidas discussões e argumentos sobre a decadência dos valores do entorno e dos fundamentos da ação educativa, (...) mais precisamente o valor da educação, do conhecimento, da ciência, da cultura elaborada, da autoridade docente, da didática etc. Em outras palavras, a originalidade desse texto é, sobretudo, situar o mal-estar docente, em um espaço e tempo de derrocada de valores culturais, dentre outros, e o apresentar como resultado de um mal-estar maior compartilhado pela cultura ocidental em parte do século XX até os dias atuais. Espera-se que os debates presentes no texto possam ampliar as perspectivas para a compreensão do mal-estar entre os professores. (shrink)

El presente análisis tiene como meta lograr tal expansión, desde el punto de partida ontológico que se propone en Ser y tiempo, para llevarlo hasta (...) un puerto -en apariencia- tan disímil como es la obra literaria de Roberto Bolaño.When comparing two works, that are dissimilar in terms of what we will call here the linguistic gesture, but similar in terms of their fundamental understanding of the concept with respect to its function, the need to expand the access to such phenomena becomes clear, and to also include the key analytical moment of the mood of the language. The purpose of this analysis is to achieve expansion, from the proposed ontological starting point in Being and time, to take it to a port -apparently- as different as the literary work of Roberto Bolaño. 'We desire all and only those things we conceive to be good; we avoid what we conceive to be bad.' This slogan was once the standard view of the relationship between desire or motivation and rational evaluation. Many critics have rejected this scholastic formula as either trivial or wrong. It appears to be trivial if we just define the good as 'what we want', and wrong if we consider apparent conflicts between what we seem to want and what we seem (...) to think is good. In Appearances of the Good, Sergio Tenenbaum argues that the old slogan is both significant and right, even in cases of apparent conflict between our desires and our evaluative judgements. Maintaining that the good is the formal end of practical inquiry in much the same way as truth is the formal end of theoretical inquiry, he provides a fully unified account of motivation and evaluation. La notion de «populaire» est saisie différemment en Amérique latine et en Europe, puisque là, le populaire est une forme d'hybridation des cultures indiennes, des programmes médiatiques et de la civilisation urbaine. Il s'agit d'abord de penser masse et populaire de manière autonome, en se gardant de tout discours de dénonciation, pour saisir en quoi les telenovelas, par exemple, produisent une oralité seconde porteuse d'une nouvelle dynamique culturelle pour le plus grand nombre. La culture populaire est ainsi un lieu de (...) réappropriation, dans un artisanat indien remodelé par le design mondialisé, autre exemple, où l'hétérogénéité des productions n'empêche pas une reconstruction identitaire qui retisse des liens avec un passé qu'il est indispensable de réinterpréter.The concept of "popular" is seized differently in Latin America and Europe, since there, the popular one is a form of hybridization of the Indian cultures, programs media and urban civilization. It is initially a question of thinking mass and popular in an autonomous way, while keeping itself of any speech of denunciation, to seize in what the telenovelas, for example, produce a second orality carrying a new cultural dynamics for the greatest number. The popular culture is thus a place of reappropriation, in an Indian craft industry reorganized by the mondialized design, another example, where the heterogeneity of the productions does not prevent an identity rebuilding which weaves new links with a past which it is essential to reinterpret. Rational Powers in Action presents a conception of instrumental rationality as governing actions that are extended in time with indeterminate ends. Tenenbaum argues that previous philosophical theories in this area, in focusing on momentary snapshots of the mind of idealized agents, miss central aspects of human rationality.

The use of technologies like artificial intelligence can drive productivity growth, efficiency and innovation. The goal of this study is to develop an anomaly detection method for locating flaws on the surface of sandwich panels using YOLOv5. The proposed algorithm extracts information locally from an image through a prediction system that creates bounding boxes and determines whether the sandwich panel surface contains flaws. It attempts to reject or accept a product based on quality levels specified in the standard. To evaluate (...) the proposed method, a comparison was made with a sandwich panel damage detection method based on a convolutional neural network and methods based on thresholding. The findings show that the proposed method, which is based on an object detector, is more accurate than the alternatives. The characteristics of the model, which can reject or accept a product according to the standard and limit allowable manufacturing flaws to obtain a quality product, also enable this system to improve industrial standards for producing sandwich panels while increasing speed. A implementação de tecnologias móveis de informação e comunicação no suporte à Saúde Mental tem atraído a atenção das autoridades. Com a ascensão das Inteligências Artificiais, esse movimento pode ser impulsionado de maneira exponencial. Nesse cenário, esta revisão tem como objetivos verificar a aplicabilidade das Inteligências Artificiais (IAs) na Saúde Mental e analisar os aspectos que favorecem a relação entre IAs e usuários. Para tanto, realizou-se uma revisão sistemática nas bases de dados PubMed e Biblioteca Virtual em Saúde, no período (...) de 25 de maio a 23 de junho de 2023. Selecionamos os 100 primeiros artigos mais relevantes com as palavras-chave: “Inteligência Artificial”, “Saúde Mental”, “Chatbots”, “Psicoterapia”, “Psicologia” e suas equivalentes em inglês. Os critérios de inclusão foram: acesso aberto, publicação a partir de 2018, em português ou inglês e menção à atuação de IAs no âmbito da Saúde Mental. Para reduzir o risco de viés, excluímos os estudos que não mensuraram o impacto das intervenções por meio de métodos experimentais ou quase-experimentais. Para a síntese dos dados, delimitaram-se alguns pontos específicos de análise, como “Resultado da intervenção”, “Aspectos que favorecem a relação”, entre outros. Atenderam aos critérios de inclusão 24 estudos, dos quais 17 apresentaram resultados positivos em suas intervenções. O uso de IAs na Saúde Mental possui grande potencial de expansão e os resultados obtidos neste trabalho podem guiar a implementação dessas práticas e futuras pesquisas na área. (shrink)

In this paper we advance a new solution to Quinn’s puzzle of the self-torturer. The solution falls directly out of an application of the principle of instrumental reasoning to what we call “vague projects”, i.e., projects whose completion does not occur at any particular or definite point or moment. The resulting treatment of the puzzle extends our understanding of instrumental rationality to projects and ends that cannot be accommodated by orthodox theories of rational choice.

Definiciones de epistemología hay muchas, al igual que clases y estilos. Sin embargo, más allá de esta diversidad, es necesario contar con una definición básica que guíe nuestra comprensión del tema. Dos serán las preguntas que nos ayuden a ello en este artículo: a) ¿qué es la epistemología? y b) ¿para qué le sirve al científico?

The COVID‐ 19 pandemic is a critical test for the already overburdened and mostly underfunded public healthcare systems of Latin America. In a region that suffers from severe inequalities, public healthcare systems are the only source of medical care for a large sector of the population who work in the informal economy or are unemployed. State‐run hospitals and clinics are already overstressed by continuous demand for treatment of vector‐borne diseases and community‐acquired infections as well as high rates of non‐communicable diseases. (...) Ideological misconceptions and denial among Latin America’s political leaders prevented timely preparations for the pandemic and added to chronic governance problems. As ethical expertise in Latin America focuses on research ethics, few hospitals in the region have functioning clinical ethics committees or clinical ethics policy, forcing healthcare personnel to make excruciating treatment decisions in an environment dominated by material scarcity and public distrust. This essay examines the emergence of COVID‐19 in Latin America and the serious challenge that it poses for Latin America's public healthcare systems. (shrink)
